HR Manager – Organizational Development Specialist

About the role

We are looking for a strategic HR Manager to lead organizational development and shape our company culture in Benghazi, Libya. The role bridges business strategy with people capability, ensuring an agile, engaged, and continuously evolving workforce.

Key responsibilities

• Lead OD interventions: diagnose pain points, design structures, and conduct job analyses.
• Drive change management initiatives to secure high adoption rates.
• Define and embed core values, facilitating open communication sessions.
• Conduct zero‑based manpower planning and develop standard crew models.
• Design and implement performance management systems, KPI dashboards, and competency matrices.
• Promote continuous feedback culture and align performance outcomes with compensation decisions.
• Identify high‑potential talent and create succession plans.
• Perform skill gap analyses, develop annual training plans, budgets, and deliver bespoke learning programs.
• Create an immersive onboarding experience to accelerate productivity.
• Oversee HR metrics, turnover, engagement, and headcount planning through surveys.
• Partner with senior HRBP and ensure compliance with HR policies and labor laws.

Required profile

• 10+ years of HR experience with deep OD expertise, preferably in construction or manufacturing.
• 3–5 years in a managerial role.
• Native Arabic speaker; English proficiency preferred.
• Experience in GCC markets is a plus.

Required skills

• Proficiency in Oracle HRMS.
• Advanced Excel for HR data analysis and reporting.
