International Consultant for Disaster Risk Governance for Syria

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking an International Consultant to strengthen disaster risk governance in Syria. Working remotely and reporting to the Risk Governance Programme Management Officer, the consultant will support the development of a gender‑sensitive, inclusive national DRR and Climate Action strategy.

Key responsibilities

• Coordinate with the National Coordination Expert at the Ministry of Emergency and Disaster Management to gather data, reports, and strategic documents on DRR, Climate Action, and Sustainable Development.
• Collect and analyse legislation, policies, strategies, hazard maps, vulnerability data, climate scenarios, and financial information from relevant ministries and international partners.
• Conduct an in‑depth desk review of all collected materials to produce a comprehensive Policy Landscape Mapping.
• Assist in the design of the National Multi‑stakeholder DRR and Climate Action Platform and the associated Action Plan.
• Provide technical inputs to ensure gender‑sensitive and inclusive approaches throughout the strategy development.

Required profile

• Advanced degree in disaster risk reduction, climate change, public policy, or a related field.
• Proven experience working on DRR or Climate Action programmes in a Middle‑East context.
• Strong understanding of the Sendai Framework and national policy processes.
• Excellent analytical and report‑writing skills.
