MEAL Officer – Primary Health Care Project (Egypt)

About the role

The MEAL Officer will support the Primary Health Care Project in Egypt, based in Cairo with regular field missions to Aswan, Minya and Kafr El Sheikh. Reporting to the Project Manager, the role ensures robust monitoring, evaluation, accountability and learning (MEAL) processes across the project.

Key responsibilities

• Refine monitoring and impact indicators in line with the logical framework.
• Develop and implement M&E frameworks, methodologies, databases and tools according to Expertise France’s MEAL strategy.
• Support baseline studies, mid‑term and final evaluations.
• Provide data, statistics and inputs for quarterly, annual and donor reports.
• Assist the Project Manager with internal and donor reporting, highlighting key findings and lessons learned.
• Review and analyse case studies, success stories and field learnings.
• Support project staff and partners in using standardized M&E tools.
• Participate in project reviews, workshops and preparation of related reports.
• Provide feedback on programme strategies to the project and HQ teams.

Required profile

• Based in Cairo and willing to travel to field locations in Egypt.
• Reports to the Project Manager and works closely with the Expert Team Leader and regional coordinators.
• Experience in monitoring and evaluation for health‑sector projects is preferred.
