Senior Regional Talent Acquisition Specialist

About the role

Decima International, a professional services firm providing project management and controls services to clients in the United States and the Middle East, is looking for a Senior Talent Acquisition Specialist based in Cairo. The role covers professional and niche hiring across global markets, mainly supporting MENA hiring operations. It is not a transactional recruiter: you act as a strategic partner and second-in-command to the TA Lead, owning complex hiring mandates, building pipelines for critical roles and driving hiring outcomes.

Key responsibilities

• Own end-to-end recruitment for mid to senior-level technical and non-technical roles (Engineering, Project Management, Commercial, etc.) across GCC, MENA and international markets, meeting aggressive timelines.
• Lead headhunting and advanced sourcing, using Boolean search, LinkedIn Recruiter and external databases to find passive candidates and build pipelines for hard-to-fill roles.
• Advise hiring managers and leadership, refine hiring requirements and drive alignment and decisions across stakeholders.
• Own the Applicant Tracking System (ATS), ensure data accuracy and pipeline visibility, and standardize recruitment workflows.
• Build long-term talent pipelines and support workforce planning and hiring forecasts.
• Strengthen the employer brand and deliver a professional candidate experience.

Required profile

• 4-7 years of experience in Talent Acquisition, with strong exposure to professional or niche hiring.
• Proven headhunting and passive candidate sourcing experience.
• Demonstrated ability to manage stakeholders across multiple regions.
• Experience in data-driven recruitment and reporting.
• Fluent English, written and spoken (mandatory).
• Experience hiring across GCC / MENA / international markets is highly preferred.
