Technical Office Senior Manager

About the role

El Salam for Contracting & General Supplying is seeking a Technical Office Senior Manager to lead the Technical Office across multiple construction projects. The role combines technical oversight, quantity surveying, procurement, and subcontractor management to ensure projects are delivered on time, within budget, and to the required quality standards.

Key responsibilities

• Lead and manage the Technical Office Department for several construction sites.
• Oversee preparation, review, and approval of shop drawings, coordination drawings, as‑built drawings, material submittals, and all technical documentation.
• Ensure timely issuance of technical deliverables to support project execution.
• Manage quantity surveying activities, including take‑off, BOQ preparation, verification and reconciliation.
• Direct the full subcontractor contracting process: pre‑qualification, technical evaluation, commercial negotiation and contract award.
• Supervise procurement of construction materials, guaranteeing compliance with specifications, schedules and quality requirements.
• Coordinate with Project Managers, Site Teams, Consultants and Designers to resolve technical issues.
• Handle RFIs, technical queries, engineering correspondence and consultant coordination.
• Develop and implement Technical Office policies, procedures and best practices.
• Mentor and develop Technical Office Engineers, Quantity Surveyors, Procurement Engineers and support staff.

Required profile

• Bachelor’s degree in Civil Engineering.
• 15–18 years of experience in the construction industry.
• Minimum 6 years in a managerial role.
• Strong knowledge of construction methods, engineering standards, materials and contract documentation.

Required skills

• Shop drawings and as‑built drawing management.
• Quantity surveying and BOQ preparation.

• Experience with BIM environments, preferably Autodesk Revit.
