Lead Consultant – Education Sector Analysis & Planning

About the role

We are looking for an experienced Lead Consultant to steer a high‑profile international education programme that supports Egypt's Ministry of Education and Technical Education. The role will provide technical leadership, guide evidence‑based reforms, and strengthen institutional capacity across education sector analysis and planning.

Key responsibilities

• Lead the delivery of Education Sector Analysis (ESA) updates and sector planning processes.
• Manage and coordinate a multi‑disciplinary team of consultants.
• Provide technical oversight and ensure quality across all outputs.
• Engage with Ministry stakeholders and development partners to align activities with national priorities.
• Design and deliver capacity‑strengthening activities such as workshops, mentoring, and technical clinics.
• Ensure that all deliverables are consistent with implementation systems and reform objectives.

Required profile

• Master’s degree or higher in education, economics, public policy, or a related field.
• 15+ years of experience in education sector development or related areas.
• Proven experience leading Education Sector Analyses and national‑level sector plans.
• Track record of managing complex, multi‑expert consultancy teams.
• Extensive experience working with Ministries of Education or government systems.
• Strong background in producing high‑quality technical reports and policy outputs.
• Demonstrated ability to deliver capacity building and institutional strengthening.
• Fluency in English; Arabic skills are highly desirable.
