Operation Officer – Health Program

About the role

The Operation Officer supports the Health Program in Cairo, ensuring cost-effective and efficient operations in coordination with the health program team, finance, HR, admin and procurement units. The post reports to the Health Program Manager and covers procurement, budget monitoring, cash flow and administrative support. It is a one-year contract (grade 4) and requires flexibility during major humanitarian emergencies.

Key responsibilities

• Help develop operational project work plans, take part in planning events and keep project files and records.
• Update the budget tracker against the general ledger and bank statements, revise the GL and BVA after close, and prepare advances and monthly cash requests.
• Manage cash flow, program advances and payment settlements, and issue timely payments to field team members.
• Develop and run procurement plans, oversee procurement compliance with donor and SCI policies, check goods and services quality and prepare supporting documents.
• Handle requisitions on the SCI system, support field office maintenance and help organize field trainings and workshops.
• In emergencies, promote children's rights and be ready to support SCI's emergency response with flexible hours.

Required profile

• Bachelor's degree in a relevant subject such as Business Administration or Development.
• 4-5 years of experience, including INGO experience, with previous procurement and finance experience.
• Previous management experience is preferable.
• Excellent written and spoken English and Arabic.
• Good knowledge of child safeguarding is an added advantage.

Required skills

• Strong organizational, planning and prioritization skills, under pressure.
• Experience in financial accounting and administration.
• Knowledge of computer programs such as Excel and accounting software.
