Program Specialist II

About the role

The Program Specialist II will lead the delivery of assigned construction projects, ensuring they are completed safely, on schedule, within budget, and to client satisfaction. This role involves coordinating internal teams, subcontractors, and external stakeholders while maintaining high standards of quality and safety on site.

Key responsibilities

• Maintain a safe working environment for all personnel, subcontractors, suppliers, clients, and visitors.
• Own and manage the project schedule, ensuring timely delivery against cost, specifications, and client expectations.
• Deliver projects within contractual margins and maximize customer satisfaction.
• Provide technical guidance on site and resolve critical issues.
• Implement QA/QC procedures and ensure work meets quality standards.
• Develop detailed work schedules and reporting metrics in collaboration with the planning team.
• Coordinate sequential work with construction managers, site supervisors, and adjacent contractors.
• Manage design inputs from internal and external agencies.
• Prepare and support variation orders (VOs) and contractual claims.
• Oversee physical completion, handover, and acceptance of work packages.
• Track retention and defects liability punch‑lists to close out packages and release retention monies.
• Direct day‑to‑day operations of the project team and communicate effectively with all stakeholders.
• Define subcontractor and supplier requirements and work with supply chain to secure appropriate contracts.
• Control project financials, billing, and costs to meet financial objectives.
• Develop and implement risk management programs and report progress to the Project Director.

Required profile

• Proven experience managing construction projects from inception to handover.
• Strong understanding of safety, QA/QC, and risk management practices.
• Ability to lead multidisciplinary teams and coordinate with multiple stakeholders.
