Proposals Engineer

About the role

Sabbour Consulting is seeking a Proposals Engineer to lead the preparation and management of technical and financial proposals in response to client tenders. The role ensures proposals are compliant, competitive, and aligned with the company’s capabilities by collaborating with internal teams and external partners throughout the proposal lifecycle.

Key responsibilities

• Review tender documents, RFPs, and bid specifications to capture all technical, commercial, and compliance requirements.
• Develop tailored technical and financial proposals based on project scope and client needs.
• Coordinate with technical teams to produce accurate, compliant submissions covering all project phases.
• Prepare detailed cost estimates, including materials, labor, equipment, subcontracting, overheads, and profit margins.
• Obtain quotations from subcontractors and sub‑consultants for specialized works.
• Gather inputs from internal stakeholders to ensure accurate costing and pricing aligned with profitability targets.
• Participate in proposal review meetings with Business Development managers and clients, incorporating feedback and scope changes.
• Collaborate with external partners in joint ventures to consolidate technical and commercial elements.
• Ensure timely submission of high‑quality, fully compliant proposals.

Required profile

• Bachelor’s degree in engineering or a related field.
• 7+ years of relevant experience for senior level or 2+ years for engineer level.
• Strong communication, time‑management, and emotional‑intelligence skills.
• Flexibility, problem‑solving ability, and attention to detail.
