Program Specialist II – Smart Cities Project Management

About the role

The Program Specialist II will lead end‑to‑end delivery of Smart Cities initiatives, coordinating cross‑functional teams, contractors, and technology partners to ensure projects meet scope, schedule, cost, and quality targets.

Key responsibilities

• Plan, schedule, budget, and allocate resources for medium to large‑scale Smart Cities projects from initiation through closure.
• Coordinate deployment of IoT platforms, smart mobility, energy management, public safety, and urban infrastructure technologies.
• Engage government entities, municipalities, utility providers, and vendors; facilitate meetings, workshops, and governance reviews.
• Identify risks, issues, and dependencies; develop mitigation plans and ensure compliance with governance standards.
• Support budget planning, forecasting, cost control, procurement, and vendor contract management.

Required profile

• Bachelor’s degree in Engineering, IT, Computer Science, Architecture, Urban Planning, Business Administration or related field (Master’s preferred).
• Minimum 5 years of project management experience and at least 3 years on Smart Cities or related digital‑transformation projects.
• Proven track record managing multi‑stakeholder, cross‑functional initiatives, preferably in the public sector.

Required skills

• Project Management methodologies: PMI/PMBOK, Agile, Hybrid, Prince2.
• Smart Cities technologies and ecosystems, including IoT platforms, data analytics, GIS.
• Project planning and scheduling tools: MS Project, Primavera P6, Jira.
