Director, Treasury & Markets (Resource Mobilisation)

About the role

The Director, Treasury & Markets (Resource Mobilisation) leads Afreximbank’s Resource Mobilisation Department within the Treasury & Markets division. Reporting to the Group Treasurer, the role shapes the bank’s funding strategy, executes capital market transactions and drives sustainable‑finance initiatives across Africa and the Caribbean.

Key responsibilities

• Formulate and execute a resource mobilisation strategy to secure market access in debt and loan capital markets, aligned with the Bank’s Strategic Plan.
• Develop and monitor fundraising plans with annual Africa‑sourced funding targets, engaging central banks, institutional investors and corporates.
• Raise international market funds through public debt issuances, private placements and wholesale deposits.
• Negotiate pricing for all funding transactions and provide ECA and DFI pricing recommendations.
• Design and implement securitisation programmes, including synthetic and collateralised loan obligations.
• Create a sustainable liabilities financing framework and raise funds for Green, Social and Climate Finance projects.
• Oversee Assets‑Liabilities Management (ALM) governance and coordinate the ALCO.
• Manage daily treasury operational risk identification and assessment.

Required profile

• Minimum 12 years (144 months) of experience in treasury, capital markets, and resource mobilisation.
• Proven leadership experience managing multidisciplinary teams.
• Strong understanding of multilateral trade finance and pan‑African market dynamics.
