Infrastructure Specialist

About the role

The Infrastructure Specialist will lead the planning, coordination, implementation, monitoring and reporting of infrastructure interventions under the Hayenna Integrated Urban Development Project. Working closely with programme, operations, procurement, finance and technical teams, as well as government partners, utilities, consultants, contractors and donors, the incumbent will ensure timely and technically sound delivery of water, sanitation, roads and other basic services.

Key responsibilities

• Lead and coordinate implementation of infrastructure interventions, overseeing design and supervision consultants and managing contractor procurement and contract administration.
• Monitor construction progress, ensure quality assurance, and coordinate with government counterparts and utility companies.
• Manage project workplans, budgets, schedules, risks, deliverables, technical documentation and progress reporting.
• Provide technical support for planning, design, procurement, commissioning and hand‑over of water, sanitation, roads and utilities.
• Review technical documents, designs, drawings, bills of quantities, specifications, method statements, supervision reports and contract‑related submissions.
• Support procurement processes for consultancy and works contracts, including preparation of tender documents and evaluation.

Required profile

• Degree in engineering, urban planning or a related field.
• Proven experience in managing infrastructure projects, preferably in water, sanitation or urban development.
• Strong understanding of procurement, contract administration and government coordination.
• Ability to work collaboratively with multi‑disciplinary teams and external partners.
