Project Director – Large-Scale Construction & City Development

About the role

The Project Director will lead large‑scale construction and city development programmes from concept through handover. Reporting to senior management, you will be the single point of accountability for delivering projects on time, within budget, and to the highest quality standards.

Key responsibilities

• Define overall strategy, timeline and roadmap for assigned city or construction projects.
• Set scope, budgets, risk assessments and milestones aligned with executive goals.
• Lead visioning workshops with urban planners, architects and civil engineers.
• Oversee master planning, infrastructure design and vertical construction for mixed‑use or city‑scale developments.
• Manage detailed scheduling and resource allocation across design, procurement, construction and handover phases.
• Monitor KPIs, identify and mitigate delays or risks.
• Mentor multidisciplinary teams of engineers, architects, contractors and consultants.
• Coordinate with public authorities, regulatory agencies and community stakeholders.
• Develop and control project budgets, ensuring financial targets are met.
• Implement cost‑management and value‑engineering processes.
• Enforce quality, safety, environmental and regulatory compliance.

Required profile

• Bachelor’s degree in Civil Engineering or Architecture (Master’s or PMP a plus).
• 15+ years of progressive experience in large‑scale construction and urban development.
• Proven track record managing multi‑million‑dollar infrastructure programmes.
• Extensive experience with governmental entities, regulatory approvals and zoning.
• Strong leadership, communication and negotiation abilities.
• Excellent analytical, budgeting and strategic planning skills.
